Municipal Alcohol Policy

The goal of this policy is to develop a balanced and health-informed approach that promotes responsible alcohol consumption, reduces alcohol’s prominence in community life, enhances community safety, and supports local decision-making. This policy will only apply to events hosted on District of Ucluelet property.

The Municipal Alcohol Policy for the District of Ucluelet seeks to do the following:


Align

Align with the Special Event Permit process for clarity and consistency

Focus On

Focus on events held on municipal property;

Provide

Provide clear guidance on where and when alcohol can be served;

Emphasize

Emphasize harm reduction and community safety;

Promote

Promote community life that isn’t centered on drinking;

Empower

Empower the District to determine what types of events may serve alcohol and under what conditions.



At the March 17, 2026 Regular Council Meeting council directed staff to seek public input on the Draft Municipal Alcohol Policy and bring it back to council for further considerations.

The guiding principles of the policy are:

  1. Community Health & Safety- All decisions and practices prioritize reducing alcohol-related harms and promoting safer environments for everyone. Alcohol is positioned as an optional component—not the central focus—of municipal events, supporting long-term cultural/social shifts toward health.

  2. Inclusive & Family-Friendly Spaces- Public spaces and community events remain welcoming and accessible to all ages, ensuring alcohol does not dominate the experience, reducing the impacts on children and youth.

  3. Balanced & Responsible Service- Alcohol service is managed thoughtfully and supported by education and awareness initiatives, to support informed choices, minimize risks, and reduce pressure on participating community members to consume alcohol. Event organizers, District staff, and community partners work together to uphold these principles and maintain healthy and safe community events.

  4. Transparency & Fairness- Processes for approvals and enforcement are clear, consistent, and aligned with provincial legislation to build transparency and accountability.

Hello,
I was very happy with this new policy. I appreciate that it is communtiy focused and supports a more inclusive approach to events so that everyone will feel welcome and safe. It feels alighned with the cultural shift that is happening regarding a decrease in alcohol in society. I fully support this policy and if it is carried I look forward to seeing it unfold at community events.
